Alleged fraud: Group condemns NPA boss Koko’s refusal to appear before NASS
The Anti-Corruption Vanguard and Parliamentary Watchdogs have given the Managing Director of the Nigerian Ports Authority, NPA, Bello Koko, until Tuesday next week to appear before the National Assembly or face massive protest.
The NPA boss was summoned over allegations of corrupt practices, fraudulent fund disbursement, money laundering, illegal concessions, and gross abuse of office.
However, Mr Koko has ignored multiple invites and the groups described it as an “affront on our constitutional democracy and a desecration of the Nigerian parliament”.
In a statement co-signed by Mahmoud Abubakar and Bashorun Solanke, the groups said Mr Koko must appear before the National Assembly without hesitation and provide answer to the many allegations against him.
They, however, warned that failure to do so will lead to daily protests starting from Tuesday 6th February 2024.
The statement partly reads: “As we all know, the National Assembly remains the true representation and voice of the people and have had cause to summon Mr. Bello Koko to a Public Hearing on two occasions to answer grave allegations of corrupt practices, fraudulent fund disbursement, money laundering, illegal concessions, and gross abuse of office. These allegations violate Nigerian laws, including the Constitution and the Code of Conduct Bureau and Tribunal Act.
“It is disheartening that Mr. Bello Koko refused to honor and appear before the National Assembly’s House Committee on Public Petitions, being summoned twice. This is an affront to our constitutional democracy and a desecration of the Nigerian parliament. Such actions if left unchecked can undermine the credibility and essence of our democratic institutions.
“As concerned citizens of this great nation, we are perturbed by Mr. Bello Koko’s audacity to resist a legitimate summon by the National Assembly on two occasions.
“We therefore want to ask, who is backing and protecting Bello Koko in this defiance against the National Assembly? the parliament remains the very embodiment of the diverse voices of our people.
“The weighty allegations against Bello Koko include illegal concessions, diversion of government revenue in which vessels that come to NPA are either undeclared or improperly billed, unreported ships leaving ports without billing, and underreported cargoes, demand immediate attention. His reluctance to address these concerns only deepens the suspicions surrounding his stewardship.
“At this juncture, we call on Mr. Bello Koko to appear before the National Assembly without hesitation and provide answers to many allegations hanging on his neck to the Nigerian people.
“In light of this development we hereby put the National Assembly on notice that beginning next week Tuesday 6th February 2024, there will be daily protests to draw attention to these issues so that the men and women of good conscience still in parliament can issue an arrest warrant against Bello Koko and compel his appearance to answer for his economic crimes against the nation.
“We also want to call on the anti-graft agencies and the President to investigate and consider suspending Mr. Bello Koko, echoing the recent actions taken against corrupt practices in the government, especially that of Dr Betta Edu, the erstwhile Minister of Humanitarian Affairs. What is good for Betta Edu is also good for Bello Koko. “

Exclusive! Gbajabiamila May Be Sacked For Bribery, Corruption Over Ministerial, Board Appointments
President Blames Fashola For Present Mess In CoS Office

There are strong indications that the Chief of Staff to President Bola Ahmed Tinubu, Rt. Hon Femi Gbajabiabila, may be relieved of his position any time from now, according to OyoEyeWitness findings.
The reason for his removal from office, according to multiple credible sources in the seat of power is not unconnected with alleged bribery and corrupt practices allegation hanging on his neck in relation to ministerial and board appointments.
OyoEyeWitness investigations revealed that the Chief of Staff was accused of selling off not only ministerial appointments, but also almost all board positions to the highest bidders, especially politicians from the Northern part of the country.
Our sources also alleged the involvement of one of the richest men from the country bankrolling what has come to be known among top kitchen cabinet members of the Tinubu administration as ‘Gbajabiamila Bazaar.’
OyoEyeWitness scooped that politicians seeking for ministerial appointments pay between N10 million and N20 million to the CoS, to get their names included in the ministerial list.
For board appointments, he is alleged to have place a bounty prize of between N5 million and N10 million. All payments, according to sources were made in hard currency.
Investigations revealed that the intrigue was what led to why many groups and individuals, who worked tooth and nail for President Tinubu’s electoral victory, to begin to grumble, wondering why none of those who toiled dya and night for the electoral victory of the ruling All Progressives Congress, APC, were not penciled down for appointments.
The grumbling and complaints eventually got to the President, who was said to be surprised how some names emerged in the ministerial lists and some board appointments made by the administration. He subsequently ordered an investigation into and a review of the activities of the CoS since he assumed office.
The review and investigation, according to sources, were carried out by the duo of the Minister of Solid Mineral Resources, Dele Alake, and the member of the House of Representatives representing Ikeja federal constituency, James Faleke.
The findings of the duo, according to our source, were mindboggling, as it was discovered that where the President gave him three names for consideration for appointments, the CoS would add at least two of his own candidates, who have made payments to the list.
The President is said to be so miffed at the discoveries of the atrocities committed by the CoS that he said that the CoS’ sack is a forgone conclusion. The President was said to be so unhappy at the turn of events, regretting appointing the former Speaker of the House of Representatives as his CoS.
Thc President, according to our sources is miffed at his former Chief of Staff when he was governor of Lagos State, and immediate past Minister of Works and Housing, Babatunde Raji Fashola, SAN, who was initially pencilled down to emerge the CoS, but declined, because he was said to have told the President that he wanted to rest after 20 years of continuous public service engagement – first as CoS for more than four years, governor for eight years and minister for another eight years, without break.
OyoEyeWitness gathered reliably that pressures from the former First Lady of Lagos State, Dame Abimbola Fashola, finally nailed the coffin of Fashola becoming President Tinubu’s Chief of Staff, as she allegedly threatened to leave her marriage, with her children, if her husband accepts any responsibility in the new administration.
It was learnt that as Minister of Works and Housing, Fashola’s brief was far above the scope of the ministry, to the extent that when at home, he was working even while eating, and this has caused uncountable rifts between the former governor of Lagos State and the former First Lady, who was said to have threatened severally to raise hell.
OyoEyeWitness learnt that Fashola’s rejection of the offer gave Gbajabiamila the green light to clinch the office and the President, after discovering the humongous attrocities committed by his CoS, called Fashola and told him pointblank that he was responsible for the mess created by Gbajabiamila.
The discovery of his game led to the non-confirmation of some ministers, and not as a result of any security report as alleged by the Senate. It was said that as soon as the President became abreast of what went down in the CoS’ office, he put a call through to the Senate to halt further confirmation.
Meanwhile, OyoEyeWitness learnt from impeccable sources that Gbajabiamila’s days as the CoS to President Tinubu is numbered; two things are however delaying his sack, according to our source. The first is the devastating effect that Gbajabiamila’s sack would have on the young administration, which is yet to mark 90 days in office and the search for a competent and credible replacement.
OyoEyeWitness gathered that immediately a credible and competent replacement is found, the President will give him the boot.
Our correspondent learnt that the President is yet to make up his mind on who to appoint to replace Gbajabiamila as CoS, but he has narrowed down his choices to between Alake and Faleke.
The President was said to be so embittered by the mindboggling atrocities traced to his CoS, to the extent that he regretted appointing him in the first place.

Alleged fraud: Court asked to order arrest, prosecution of NPA boss
The Federal High Court has been asked to order the arrest and prosecution of the managing director of the Nigerian Ports Authority (NPA), Mohammed Bello-Koko, over allegations of fraud and financial misconduct.
Also joined in the suit by the plaintiff, Comrade Isah Buta, are the chairman, Economic and Financial Crimes Commission (EFCC), the chairman, Code of Conduct Bureau, CCB, the honourable Attorney-General of the Federation and Minister of l Justice and the Comptroller-General, Nigeria Immigration Service.
In in suit number FHC/KD/CS/78/2023, dated July 18, 2023, Bello-Koko was accused of gross abuse of office, misappropriation of public funds and money laundering while serving as Executive Director, Finance and Administration as well as MD/CEO of the NPA between January 2015 till date.
Buta, through his lawyers, Messrs Lawrence Ijimdiya & Associates, alleged that Bello-Koko abused his offices as Executive Director, Finance and Administration as well as Acting Managing Director of Nigerian Ports Authority (NPA) to massively amass wealth which he deployed to acquire choice properties in the United Kingdom.
“Specifically, the 1st Defendant used two BVI-incorporated shell companies namely; Coulwood Limited (Registration Number: 1487897) and Marney Limited (Registration Number: 1487944) to secretly register a total of 6(six) properties.
“The Plaintiff states that based on Punch online newspaper report of 18th October 2021 the EFCC was supposed to investigate the 1st Defendant alongside other top politicians in Nigeria following revelations that he operated foreign accounts which he did not declare to the Code of Conduct Bureau when he served as Director of Finance and Administration before becoming Acting Managing Director of NPA.
“The Plaintiff further states that the 1st Defendant may have hidden his ill-gotten wealth in tax havens such as Antigua and Barbuda, Trinidad and Tobago, and the British Isle of Man using the said foreign accounts to evade paying taxes to the Nigerian Government.
“The Plaintiff states and shall contend during the trial of this suit that in 2022, an Investigative Report released by the Economic and Financial Crimes Commission (EFCC) indicted Koko for being involved in N829, 000, 000 (Eight Hundred and Twenty-Nine Million Naira) fraud through kickbacks and money laundering activities.
“The EFCC probe report exclusively obtained by Sahara Reporters in April 2022 revealed that the 1st Defendant after being investigated was found to have received N829, 000, 000 (Eight Hundred and Twenty-Nine Million Naira) from NPA contractors, and in cash sums from individuals and companies.
“At the time the report was done, the 1st Defendant was the acting Managing Director of the NPA. Following the suspension of Hadiza Bala Usman as the Managing Director of NPA by President Muhammadu Buhari, the Presidency announced the 1st Defendant as her replacement in an acting capacity.
The Plaintiff sought the following reliefs from the Court: “A declaration that the 1st Defendant ought to have been arrested and prosecuted by the 3rd Defendant by virtue of its own (3rd Defendant’s) financial profiling and report on the financial misconducts or improprieties of the 1st Defendant specifically on his gross abuse of office, misappropriation of Public funds, fraud and money Laundering, contrary to Sections 18 (4) of the Money Laundering (Prevention and Prohibition) Act 2022 and the 7th Schedule to the 1999 Constitution of the Federal Republic of Nigeria (as amended) while serving as Executive Director, Finance and Administration as well as Managing Director of Nigerian Ports Authority (NPA) between January, 2015 till date.
“An order directing the 3rd Defendant to arrest and prosecute the 1st Defendant based on the financial profiling and report on the financial improprieties of the 1st Defendant particularly as it relates to offences on Abuse of Office, Misappropriation of Public Funds, Fraud and Money Laundering contrary to Sections 18 (4) of the Money Laundering (Prevention and Prohibition) Act 2022 and the 7th Schedule to the 1999 Constitution of the Federal Republic of Nigeria as amended while serving as Executive Director, Finance and Administration as well as Managing Director of Nigerian Ports Authority (NPA) between January, 2015 till date.
“An order directing the 4th Defendant to arrest and prosecute the 1st Defendant in the light of his overwhelming indictment for offences bordering on failure to declare his assets, Abuse of Office as well as abuse of his oath of office in violation of the 7th schedule of the 1999 Constitution of Nigeria as amended.
“An order mandating the 6th Defendant to revoke the International Passport of 1st Defendant and restraining him from traveling out of Nigeria to take refuge in either London, Dubai, Canada, United States of America or any other part of the world wheresoever to give room for his speedy arrest and prosecution by the 3rd and 4th Defendants for the offences bordering on Abuse of Office, Misappropriation of Public Funds, Fraud and Money Laundering contrary to Sections 18 (4) of the Money Laundering (Prevention and Prohibition) Act 2022 and the 7th Schedule to the 1999 Constitution of the Federal Republic of Nigeria (as amended) while serving as Executive Director, Finance and Administration as well as Acting Managing Director of Nigerian Ports Authority (NPA) between January, 2015 date.
“Cost in the sum of N200,000,000 (two hundred million Naira) to cover expenses incurred by the Plaintiff for initiating this suit.”
However, no date has been fixed for the hearing of the suit.

Activist Frank Condemns $15bn Railway MoU By NDDC MD, Urges EFCC, ICPC To Wade In
A former deputy national publicity secretary of the All Progressives Congress (APC), Comrade Timi Frank, on Sunday, strongly condemned a controversial Memorandum of Understanding (MoU) for a $15billion Trans-Niger Delta Railway Project entered into by the Managing Director of the Niger Delta Development Commission (NDDC), Samuel Ogbuku, with Atlantic Global Resources Inc.
Frank in a statement in Abuja described the action of the NDDC’s MD as “illegal” and “abracadabra”, which is fraudulently laced with deceitful intentions aimed at siphoning the resources of the commission.
He called on the anti-graft agencies, the Economic and Financial Crimes Commission (EFCC) and Independent Corrupt Practices and other related offences Commission (ICPC), to urgently wade into the matter, arrest, investigate and prosecute Ogbuku and his alleged co-conspirators for attempted fraud and misappropriation.
He noted that only the Chairman of the Governing Board of the NDDC is vested with powers to enter into contracts with other firm by the Act establishing the interventionist agency.
He said: “It is worthy to note, that as part of the responsibility of the Governing Board of the NDDC, as empowered by its establishment Act No 6, 2000, only the Chairman is vested with the sole power to sign contracts or MoUs with any firm or organization.
“It is curious therefore, as to how only the Managing Director and a selected few in connivance with the Minister of Niger Delta Affairs would proceed to sign an MoU without the prior knowledge of the Chairman, but rather justifying an ultra vires action.
“The position of the NDDC management in its reaction affirming that the $15billion Railway MoU was signed for the preliminary process for a railway network and not an award of contract, suggests that ongoing talks with this company is another calculated attempt to defraud the Niger Delta people in the guise of ‘Preliminary Studies’ for a Trans-Niger Delta Railway.
“This shady MoU without due consultation with the board, carried out by the MD of NDDC, Samuel Ogbuku, with Atlantic Global Resources Inc, to build a railway network connecting the nine Niger Delta states can only be described as crass carelessness and outrightly insensitive at this time.
“Mr Ogbuku must be reminded that the struggle for the attainment of a better Niger Delta was a battle fought by many and thus as stakeholders in this struggle, we’re mandated to serve the people relentlessly rather than engaging in the same setbacks of the past.”
He added: “In the light of the above therefore, it is clear that the MD and his partners are clearly toeing the same path as the pre-forensic audit of the commission.
“Besides, in pursuit of a better Niger Delta, we’re poised to applaud laudable projects and disapprove of white elephant projects in this regard.
“It is sad that whilst we continue to hope for overall growth and development of the region, we’re still confronted with weighty and dubious setbacks detrimental to the positive advancement of the zone.
“It will be foolhardy to jump on a Trans-Niger Delta Railway network’s feasibility, when the Federal Executive Council (FEC) had only recently in 2021 awarded a $11.7 Railway contract that would connect states in the entire region from Lagos.
“It is therefore shocking that an agency of government will seek to overide the prior approval of FEC and initiate another MoU on behalf of the NDDC and the Federal Government for the same project in 2023 without due process nor approval by FEC in the twilight of President Muhammadu Buhari’s administration.
“The FEC must make its position clear as regards this recent MoU duplicating the project even as the completion of the East/West Road has since become a mirage with little or nothing done all these years.”
He called on the National Assembly, Ministry of Niger Delta Affairs, governors of the nine Niger Delta States (Advisory Board of NDDC), and all other stakeholders to outrightly reject the flawed MoU as it is of no immediate significance save for personal aggrandizement.
He said: “Any form of support in aiding the commission to secure loans for the purpose of this purported ‘Preliminary Studies’ for the railway construction must be rejected and resisted.
“The Niger Delta people are desirous of more sustainable programmes that positively
affect daily living rather than any phantom project.
“The NDDC must focus on the implementation of its original masterplan, which no board has achieved since inception and concentrate more on Human Resource Development programmes, including training of youths, provision of better healthcare, education, etc., and cease from being used as a conduit in impoverishing the people.”
